Open Question: average weight for 5′6 girl?

I’m 5′6, 18 years old and 9 stone. I have a bmi of 21.27…but if fluctuates quite often.
I have quite a lot of excess fat around my stomach and i was just wondering if that was average.

Open Question: Is this a good diet/work out plan for me?

Work out 5 days a week:
- 30 – 40 minutes of cardio (per day)
- weights (every muscle)
- some floor work stuff (like on mats)
Does that work for weight loss?
Diet:
Breakfast – Bagel w/ cream cheese and fruit or a bowl of cheerios and friend.
Lunch – Scrambled eggs w/ fruit and whole wheat toast or shrimp [...]
